He had an older sister named Mary. His father was Joseph Wambaugh Sr., a steelworker at Jones and Laughlin Steel Corporation, and his mother was Clara (nee Paul) Wambaugh, a homemaker and part-time seamstress. Joseph Sr. served in the Navy during World War II, and Joseph Wambaugh Jr. was raised in a Catholic household. 

He attended high school at St. Joseph’s College in Pittsburgh, graduating in 1955. After graduation, Joseph Wambaugh joined the Marines and served from 1955-1959 as a Military Policeman stationed in California and Okinawa.
